The language is the tool for expression and communication among human beings. It is similar to the living organism, subjected to gradual development and change. Accordingly it faces a number of challenges, such as: foreign phrases, barbarism, nonliterary expressions, which could be replaced with relevant Georgian ones. Frequently the passive voice is applied which is not common for Georgian speech rather than taken directly from foreign language; grammar/syntax incorrectness, invalid metaphors and idioms, false expressions and imitating other languages, etc.
All above mentioned numerous challenges as well as lack of knowledge of Georgian and informative vacuum, civil isolation and less involvement in joint space of development represented one of the difficulties in the country for years, which, as a result, was preventing the integration of minorities in the Georgian society, among them on labor market.
Despite the demand from the non-Georgian population for studying Georgian language, lack of human resources, low competence of educators, less educational methods and materials was hindering the socialization process of ethnic minorities’ in the regions.
Zurab Zhvania School of Public Administration, through preserving the native language, culture and identity of minorities, represents the educational institution which supports the process of modern peaceful development and promotes state language throughout the country.
The School offers the Georgian language training course to all interested individuals, who express their willingness to gain high proficiency in state language and succeed in professional activities on state language.
In response to all above mentioned problems the School is equipped with the newest material – technical resources and unites the qualified Georgian language educators. The package of training materials along with the additional literature is delivered to the School training participants for temporarily usage, while different training methods and approaches are applied which is directed to better understanding of theoretical knowledge and effective use of practical exercises.
The School administration and the qualified trainers ensure the qualitative, effective and interactive process of teaching. The assessment system of training course includes both: testing and final exam when the following components of language proficiency, such as: interviewing, reading, listening and speaking – are evaluated. After successful completion of the training course the relevant certificate is issued.
According to the regions densely populated by the ethnic minorities, in total eight School Training Centers are functional in the following cities: Akhalkalaki, Bolnisi, Gardabani, Dmanisi, Lambalo, Marneuli, Ninotsminda and Tsalka.
The fact that totally 1,629 graduates were granted with the respective certificates by the Zurab Zhvania School of Public Administration in the 2014-2015 years, and the total number of the first flow this year reaches 553 public servants demonstrates the success of the state language training course.
Zurab Zhvania School of Public Administration still continues teaching state language to interested individuals, and through the successful graduates it supports the accessible and valuable work performance in Georgian language. The training program of the state language is fully funded by the state.
LEPL – Zurab Zhvania School of Public Administration was founded in 2005. Since 2014 the School is functional through renewed training programs.
